Rajen Habib Khwaja, Director General ASCI
R.H.Khwaja graduated with B.A. (Hons.) in 1974 from St. Stephen’s College, Delhi. He completed his post-graduation in History from Aligarh Muslim University, Aligarh. Mr. Khwaja joined the Indian Administrative Service (IAS) in 1976. He superannuated from service on 28th February, 2014 after a distinguished career spanning 38 years which included working as Secretary to the Government of India in the Ministries of Tourism and Mines.
He has served with great distinction in many key assignments in Andhra Pradesh including Collector and District Magistrate Khammam; Managing Director, Andhra Pradesh State Housing Corporation; Commissioner, Municipal Corporation of Hyderabad; and, Member Secretary, Andhra Pradesh State Pollution Control Board. The range of experience of Mr. Khwaja in the Union Government includes assignments in Economic, Infrastructure, Science and Technology, and Service Sector Ministries. He worked in the Ministries of Food, Commerce, Environment& Forests, Tourism and Mines. A landmark assignment of Mr. Khwaja was serving as Chairman and Managing Director of Singareni Collieries Company Limited (SCCL) from 2001 to 2006. His outstanding achievement as CMD (SCCL) with a work force of 1,05,000 employees includes a turnaround froma loss making Public Sector Undertaking to a profit making company which paid dividend after 37 years gap in 2003.
During his career in the Civil Service, Mr. Khwaja has visited forty four countries. He has participated in Meetings of United Nation’s Environment Programme (UNEP), Convention on Biological Diversity (CBD), Cartegena Protocol on Bio-Safety, Kyoto Protocol, United Nation’s Framework on Climate Change, Montreal Protocol on Ozone Depleting Substances, Rotterdam Convention, Stockholm Convention, and Basel Convention. Mr. Khwaja was in USA from 1989 to 1990 as a Hubert Humphrey North-South Fellow in University of Minnesota.
Mr. Khwaja and Mr. ModiSiddiqui, Managing Director of Intellects Biz, co-authored a celebrated book on management of change titled “The Acrobatics of Change – Concepts, Techniques, Strategies and Execution” published by SAGE in September, 2008. The Acrobatics of Change has been received with enthusiasm and appreciation by all discerning readers and has become a best seller.
Mr. Khwaja has been a distinguished speaker in important and renowned International and National Institutions. He has lectured in World Bank (Washington D.C.), Hubert Humphrey Institute of Public Affairs, University of Minnesota, U.S.A. and Trinity College, Dublin, Ireland.
Mr. Khwaja is recipient of several National and State level awards. These include “Telugu UttamaSevaPatram” by Andhra Pradesh Government for outstanding work done as Collector and District Magistrate Khammam during 1986 Godavari River Floods. He has received national level awards in recognition of the turnaround of SCCL by Hyderabad Management Association, Coal India Limited, and Indian Institute of Industrial Engineering. He has also received C.F. Andrews Distinguished Alumnus Award from St. Stephen’s College, Delhi in December, 2012.
